You are hereby SUMMONED to attend the ANNUAL MEETING of LITTLE CANFIELD PARISH COUNCIL, which will be held on Monday 5th July 2010 at the Village Hall at 7.30pm to transact the business shown in the Agenda below.

1. APOLOGIES FOR ABSENCE
To RECEIVE any apologies for absence.
2. OTHER ABSENCES
To NOTE any absences for which no apology has been received.
3. CONFIRMATION OF MINUTES
To APPROVE, as a true record, the Minutes of the Meeting of the Parish Council held on the 24th May 2010.
4. DECLARATIONS OF INTEREST (Existence and Nature)
To RECEIVE any Declarations of Interest by Members.
· A Member with a personal interest in a matter must consider whether it is a “prejudicial interest” (i.e. prejudicial to the public interest).
· A Member must consider him/herself as having a prejudicial interest if it is a personal interest which a member of the public with knowledge of the relevant facts would regard as so significant and particular that it could prejudice the Member’s judgement of the public interest.
5. REPRESENTATIONS FROM MEMBERS OF THE PUBLIC
To RECEIVE questions from members of the public.
In accordance with the agreed procedure the time allocated for public questions shall be limited to such other period determined by the Chairman of the Meeting.
6. COMMUNITY MATTERS
To RECEIVE such communications/correspondence as the Clerk may place before the Council.
NOTE: Any Member wishing to have a communication brought to the attention of the Council should give prior notification to the Clerk.
6.(a) “Welcome to Essex” MEMBERS are asked to consider whether Little Canfield Parish Council should join and subscribe to this as detailed in the May Edition of Making the Links. This Item has been carried over from the previous Agenda.
6.(b) Priors Green Community Hall. Please find attached Minutes of the last Working Group meeting held on the 22nd June. MEMBERS will note that the date of the official Opening Ceremony planned for the 26th June has been changed to the 17th July MEMBERS are asked to consider who should hold the deeds of the Hall.
6(c) Distribution of the “Grapevine” Councillor Gillman was wondering who delivers this and also was an electoral list was used for the distribution of this publication, as several residents in Little Canfield had reportedly not received this publication for a few months.
6(d) Litter bin for layby in Stortford Road. MEMBERS as asked to consider whether a litter bin is needed for this location.
7. Councillor Contact List. The Clerk confirms that the Councillor Contact List has been added to the website and ha also been placed in the notice boards. As Councillor Farrell requested that her address not be made public her address has been replaced by the Clerk’s address.
8. Draft copies of Standing Orders, Complaints Procedure and Financial Regulations will be handed out by the Clerk at the meeting. MEMBERS are asked to read and consider these documents and notify the Clerk of their comments before the next meeting. These documents will be adopted at the next Parish Council meeting in September 2010.
9. Council for Voluntary Service – Uttlesford
The Clerk has received a letter regarding Membership Subscriptions. Full Group Membership is £10.00 per annum. Does the Council wish to subscribe to this.

MEMBERS ARE ASKED TO NOTE THAT THE CLERK CANNOT WRITE OUT ANY CHEQUES AS SUE GOWLETT STILL HAS ALL THE DOCUMENTATION RELATING TO THE AUDIT.
12. AUDIT FOR THE YEAR ENDED 31ST MARCH 2009
MEMBERS are asked to NOTE that the audit had been completed and that statutory notices have been displayed. Sue Gowlett is currently undertaking the internal audit.
13. OTHER URGENT BUSINESS
To NOTE any matter of an urgent nature which a Member or the Clerk may wish to draw to the attention of the Council and/or request to be included in the Agenda for the next meeting of the Council.
14. EXCLUSION OF THE PRESS AND PUBLIC
In the event that the Agenda contains confidential pages, members are asked to CONSIDER that the following motion be proposed:-
“That the public and the press be excluded from the meeting, the Council believing that publicity would be prejudicial to the public interest by reason of the confidential nature of the business about to be discussed”.
