Minutes of the Annual Parish Assembly of the above Parish

 held on Monday, 18th May, 2009

in the Village Hall commencing at 8 p.m.

The Minutes of the last Parish Assembly were agreed and signed as a correct record.

3.                  Chairman’s Report

Councillor Wooding said:-

  

“There are few positives to be taken from the last twelve months. However the integration of residents from Lt. Canfield’s part of Priors Green with the rest of the community has made progress, so thanks to Teresa our Curate and Peter Byford for delivering the Grapevine, which has given newcomers a chance to see what is on offer. Our Parish Church congregation has grown with a few Priors Green people, and, with the near completion of improvements to facilities, looks set to provide a more user-friendly public space for the wider community. Thanks to Lesley Gillman, our footpath representative, for her work on organising guided walks, which have also seen new residents join us for good social rambles.

 

The Village Hall Committee have worked hard to maintain the hall, and, despite the knockback of Land Securities’ planning application being turned down, have still managed to keep their enthusiasm for the job going. The Play School and Dog Club, who use the facility regularly, help to keep up appearances.

 

Liaison meetings with Edwards Waste at Crumps Farm have gone well and kept us informed as to their plans. Our response to the planning application for a large building for receiving waste was based on our main concerns of odour and traffic, and, as in the past, the people who object to the general proposal have bypassed the Parish Council and gone straight to ECC.

Flooding on the Flitch way at High Cross Lane mentioned in last year’s report reoccurred in February, this time with serious consequences.    Two dwellings had floodwater to a depth of 15cm inside, and residents of both have had to move out. Proper management of drainage along the Flitch Way could have avoided this, I think. We have still not received assurance that this is being looked at.

 

 An often overlooked positive in our village are the unsung heroes who do things without being asked, such as litter picking not only from outside their own property but along footpaths. Also, a person that does deserve a mention is Malcolm Jenkins for the way he maintains two public footpaths by regular cutting at his own expense

 

Finally our long standing long suffering Parish Clerk is to retire, and on behalf of the village I would like to thank her for all the hard work she has diligently carried out for us.”

 

4.         Other Business

Dog Bins in Priors Green

There was a request from the floor for the provision of dog waste bins at Priors Green.

 

Essex County Council

Mrs. Barker said that she had difficulty in attending meetings of parish councils in her area because of date clashes, and felt that more communication was necessary.    She reminded those present of the good work carried out by the County in recent years, including pothole filling, social and child care, and grants for athletes for the 2012 Olympic Games.     She said E.C.C. were also aware that expenditure on administration and front line services was in the ratio of 3:4, and were making every effort to reduce the cost of the former.
