27.48 APOLOGIES FOR ABSENCE (2)
Apologies were received from Councillors Ken Wooding and Lesley Gillman.
27.49 OTHER ABSENCES (0)
No other apologies were received.
27.50 MINUTES
The Minutes of the Council Meeting which took place on 15h November 2010 were confirmed.
27.51 DECLARATIONS OF INTEREST
Members NOTED that there were no declarations of interest.
27.52 REPRESENTATIONS FROM MEMBERS OF THE PUBLIC
Members NOTED that there were no representations from members of the public.
27.53 UPDATE FROM DISTRICT AND COUNTY COUNCILLORS
No District Councillors or County Councillors attended the meeting.
27.54 MATTERS ARISING/COMMUNICATIONS/CORRESPONDENCE
To RECEIVE communications/correspondence as the Clerk may place before the Council.
NOTE: Any Member wishing to have a communication brought to the attention of the Council should give prior notification to the Clerk.
7.(a) Joint Waste Development – The Council NOTED this and this documentation was placed in the box for Members to circulate.
7.(b) Street Naming & Numbering – The Council NOTED that the 29 Dwellings on the Priors Green site Little Canfield shown on plan will be named and numbered as specified on the attached plan.
7.(c) Jacks Lane – Ask Uttlesford District Council to cut-back overgrowth on the Countryside Homes side.
7.(d) Members discussed the bunds on the East Thornton Road – as yet nothing has happened.
7.(e) Members also discussed the Haul Road and as yet nothing had happened. Members AGREED that the Clerk should send another e-mail to Mike Ovenden saying the Parish Council were still unhappy regarding the situation and which was promised by Councillor Cheetham to take effect by the 1st October.
7.(f) Members also discussed the increasing incidents of crime occurring on Priors Green and it was AGREED to investigate the possibility of holding a public forum to include Neighbour Hood Watch, Crime Prevention Officer and PCSO’s in the Community Hall in the New Year. Parish Councillors, district Councillors and the Police could also take part. The Clerk has investigate the possibility of this forum with various parties and will report back to Members at a later date.
27.55 CLERKS REPORT

27.56 FINANCIAL REPORT

27.57 MEMBERS noted that the Precept for 2011/12 needs to be with the District Council by the 17th January and agreed to defer this Item to the December agenda.

The Council OBJECTS this application on the grounds that the location listed on the Application is not correct. The true location is Warren Farm Stortford Road Little Canfield Dunmow Essex CM6 1SR. This location is also in the country protection zone and must be rejected. This is not an island site location. The Council feels that the density of houses within this proposed plan are completely out of character with the existing properties bordering the Stortford Road, within Little Canfield. Warren Farm is a listed building and if permission for development was given the Council feels that this would lead to loss of character on the street scene. Access to the site is unacceptable on the B1256 and Thornton Road as currently there is only one access/exit road for Warren Farm.

27.59 EXCLUSION OF THE PRESS AND PUBLIC
In the event that the Agenda contains confidential pages, members CONSIDERED that the following motion be proposed:-
“That the public and the press be excluded from the meeting, the Council believing that publicity would be prejudicial to the public interest by reason of the confidential nature of the business about to be discussed”.

27.60 DATEOF NEXT MEETING
Members NOTED that the Parish Council Meeting will take place at 7.30 on Monday 20th December 2010.
