Minutes of a Meeting of the above Parish
Council, held on Monday, 6th October, 2008, commencing at 8p.m.

1. Minutes
The Minutes of the previous meeting were approved and signed.
2. Matters Arising
a. Priors Green Notice Board
Cllr. Byford said that there now seemed to be some confusion as to who was responsible for the purchase of a new board, although Rosa Clarke had said that Countryside would provide it. It was agreed that the Clerk should pursue the matter.
b. Crumps Farm
It was reported that complaints regarding odour from the site had dropped due to cooler weather, but that daily records were still being maintained. It was noted that Takeley P.C. were concerned about the “in vessel” compostor.
Mr. Jones suggested that a meeting be convened so that Little Canfield, Takeley, and Gt. Canfield parish councils could discuss the situation at Crumps Farm with U.D.C. and E.C.C. Cllrs. Wooding and Byford said that, as relations between Little Canfield P.C. and the operators of the site were very good, they felt no such meeting was necessary.

It was reported that investigations were ongoing with regard to a possible site through the Essex County Council network.

d.Priors Green Street Name
It was reported that the procedure for the naming of streets at Priors Green was too far advanced for further changes, and it was agreed to close the matter.
e.Stop Stansted Expansion Meeting – 15th September
It was reported that only two Council members and no representatives from the village had attended the meeting,
f. South Forum Meeting
Cllr. Panzetta reported that the West Essex Primary Trust representative had apologised for not answering the Council’s request for a meeting, but she had said that they were now considering the requirements, both dental and medical, for an extended area in South Uttlesford (Felstead, Dunmow, Stansted, Takeley, etc.) to include all the new developments.
With regard to communication with the Police, more liaison was required with the Neighbourhood Watch scheme. Cllr. Turner had had correspondence regarding this issue. In this connection, it was reported that Cllrs. Turner and Byford now received details of incidents on a monthly basis, and the former could now request information on these.
Plans for a new primary school at Priors Green were now with Essex County Council, and Countryside should develop this within the next two years. Cllr. Byford said that 150 houses on the estate were now occupied.
Land for a recycling site had still not been acquired.
g. Road Signs
It was reported that the matter of the road signs at High Cross Lane East was in the hands of U.D.C.
h. Road Works in High Cross Lane East
It was reported that these had now been completed.
I. E.C.C. – Parish Visit
Cllr. Panzetta and Byford reported on their meeting with E.C.C. (Ray Curtis) regarding small repair works required in the village. Two gangs were available, and a list of works proposed had been received. As hedge work at a public house called the Lamb & Flag (not the Lion and Lamb) was mentioned, it was agreed that clarification was required.
Mr. Curtis had promised to look into the situation at Hamilton Road regarding the reduction in road width, access for new buildings, etc., and the reason for the Planning Authority’s recent refusal to allow further access on to the road.
j. Land at Village Hall
It was reported that Land Securities were intending to approach U.D.C. in order to take further the matter of development.

3. Correspondence
a. E.C.C. - Speed Sign
A letter confirmed that the sign had been moved to another village.
b. E.C.C. Status of part of FP 22
A letter stated that Essex Bridleways Association had applied to record part of the route in Coldharbour Lane as a restricted byway, and investigations were proceeding. It was agreed that, to make this viable, a confirmation of a route on the southern side of the river beyond would be required.

It was decided not to send a representative to the A.G.M. on 16th October.
e. E.C.C.
Notification was received that work on the resiting of the gateway signs between Takeley and Little Canfield was underway. It was felt that the locations were acceptable, providing that the Takeley sign was on one side and Little Canfield on the other. Confirmation on this was to be sought, and the removal of the gates opposite Crumps Farm entrance requested.
4. Community Matters
Parish Walk – 20th September
Mrs. Gillman stated that fifteen people had taken part, and thanked Cllrs. Wooding and Panzetta for their help. The next walk would be in the spring. Ten waymarking posts were to be erected.
Flitch Way Meeting on 7th October
This would be attended by Cllr. Panzetta and Mrs. Gillman
Priors Green Haul Road
Cllr. Byford reported that work on the warning signs and other conditions of planning had not been carried out, and he had spoken to the Enforcement Officer at U.D.C. on the matter. Cllr. Panzetta complained about the thistles and weeds on the bund and the lack of the required planting. It was agreed to contact Countryside in the matter.

A letter from U.D.C. stated that the matter was still under investigation.

A letter from U.D.C. stated that alleged planning breaches were being investigated.
