Minutes of a Meeting of the above Parish

Council, held on Monday, 10th August 2009 commencing at 8.00 p.m.

  1. Minutes: - The minutes of the previous meeting were approved and signed.

 

  1. Matters arising: -

(a)        Notice Board: - No further information has been received. Clerk was asked to write again to chase countryside.

(b)        Lay-by in High Cross Lane – No Further Information has been received Clerk to write to Mrs Cheetham.

(c)        Jacks Lane – Downgrade to Bridle Path – No Further Information has been received. Clerk to Write to Mrs Cheetham.

(d)        Community Hall – Little Canfield PC and Takeley PC together with UDC and Countryside are to hold a meeting to discuss opening of the Community Hall and other general issues regarding Priors Green,

(e)        Dog Bins – Clerk asked to ring/write to Sue Knight Animal Warden UDC re dog bins and dog signs for park.

(f)          New Little Canfield PC councillors – Clerk to check to see whether Little Canfield PC needs more Councillors with the additional houses at Priors Green.

  1. Correspondence

(a)        ECC – Planned Parish Visit – The annual Visit from ECC to carry out small remedial work in the village will take place in October.

(b)        UDC – Sandbags – The letter was noted, and agreed that the telephone number along with a copy of the letter should be given to those in a high risk area of flooding.

(c)        ECC – Potholes – The potholes along the B1256 in Little Canfield are not of a category one, so they should be fixed within the next month. Clerk was asked to check to make sure they have been fixed by next meeting.

(d)        ECC – Priors Green B1256 Roundabouts – Essex Highways carried a safety Audit and have now written to Countryside and have asked them to raise the roundabouts. Also the number of signs will be reduced.

(e)        ECC – Street Light Pilot Scheme – No comments were made.

(f)          UDC – Licensing Act 2003 (changes) – No comments were made.

(g)        UDC – Trees – No comments were made.

 

  1. Community Matters and Other Business

(a)        Stansted Airport Police Aviation Security Team – It was agreed that the Presentation by SAP would either take place on the 21st September Parish Council meeting or the 2nd November meeting and that the meeting would start at 7.30.

(b)        Prior Green – Temporary Haul Road – Ben Smeeden from UDC has inspected the Haul Road and agreed that Thistles were clearly out of control and would be writing to Countryside to ask them to undertake some control measures.

(c)        Flooding in High Cross Lane West/Flitch Way – A meeting took place and the outcome was that Steve Bund of Great Notley Country Park would continue to be responsible for the ditch that runs along the Flitch Way and will make sure that it is kept clear.  Ray Searle and Mike Felgate from Highways will continue to be responsible for the pipe which passes diagonally beneath the road, taking water from the ditch at the rear of the properties to the eastern side of the road and will routinely monitor the pipe and pressure jet if necessary.

(d)        Parish Walk – The last parish walk for this year will take place on the 19th September 2009.

(e)        Priors Green Footpaths – The footpaths will be reinstated when the development is nearer completion.

(f)          Litter – Volunteer villagers picked up a trailer full of litter from our Village verges.

(g)        Flitch Way Liaison Meeting – The friend of the Flitch Way are currently carrying out gardening and maintenance along the Flitch Way and should start in the Little Canfield Section in September.

(h)        Road Speed Sign – The clerk to investigate when the sign will be returning.

(i)          Priors Green – It Was reported that all houses on the Priors Green development have Little Canfield postal addresses. Although many of the houses come under Takeley PC.

(j)           Demolished Petrol Station – It was noted that the site along the B1256 were the old petrol station used to be and where Standsted Motel is, are in a poor state and the clerk was asked to investigate.

Applications

Priors Green – North Side of Jacks Lane – Extension asked for and agreed to the 26th August 2009.

UTT/0953/09/DFO – Priors Green – Barratt Homes changes to 14 plots – to be looked at for comments.

UTT/0929/09/Ful – single storey extension – no comments

Enforcement Notice – Crumps farm Green waste – Appeal Lodged.

UTT/0441/09 – Two-storey building for day nursery – Passed

ESS/28/09/UTT – The siting of Caravan and compound – crumps Farm – Passed until 31.07.2012
