Minutes of a Meeting of the above Parish
Council, held on Monday, 10th December, commencing at 8p.m.

1. Minutes
The Minutes of the previous meeting were confirmed and signed.
2 Matters Arising
a. Overgrown Hedges
It was reported that hedges belonging to Parkers Farm had been cut as requested. A letter was received stating that any matters relating to Jacks Lane should be addressed to the Lord of the Manors of Warish Hall and Takeley Grange.
b. Meeting with Land Securities/U.D.C.
The Chairman reported on a meeting held to consider the development of the land around the Village Hall. Ms. M. Jones (U.D.C.) said it was unlikely that the scheme put forward by Land Securities would be granted planning permission because the erection of ‘market’ housing in that location would not comply with the local plan. A possible way forward might be through the production of a parish plan. When it was suggested that the document prepared by Land Securities might form the basis of such a plan, especially as the community had already indicated agreement to it, Ms. Jones agreed to look at it and report back.
c. Licensing of Voluntary Service Cars
A note from the Council Voluntary Services said that the U.D.C. officer dealing with licensing had not been fully aware of how the scheme worked, so had every hope that the service would be excluded from the new regulations.

d. Parish Path Partnership with E.C.C.
It was reported that the partnership agreement had been signed, and Mrs. Gillman appointed as the parish representative. Mrs. Gillman was thanked for her article in the Grapevine concerning rights of way in the parish. She said that information regarding a guided walk in conjunction with the Ramblers Association to take place on 8th March, 2008 would be included in the next edition.
e. Go-East
It was agreed to support the amendments to the East of England Plan.
3. Correspondence
a. E.C.C. – Street Lighting Operation
Comments were requested concerning the new part night street lighting scheme. As this only involved a few lights on the edge of the Dunmow West roundabout over the A120 in Little Canfield, it was felt that it made little difference.
b. E.C.C. – Community Initiative Grants
Information was circulated.
c. U.D.C. – Rights of Way
It was agreed to support the proposed diversion of F.P. 16 and creation of bridleway, together with the upgrading of F.P.8 to bridleway. Cllr. Byford and Mrs. Gillman agreed to look into the question of the continuation of the bridleway (F.P.8) after it reached the B1256, as it was not thought appropriate that Thornton Road should be used.
d. U.D.C. – Emergency Planning
Cllrs. Wooding and Fulcher agreed to update the plan for the village.
e. Priors Green
It was reported that Countryside Properties had requested a meeting for a general update, but largely to consider the S106 provisions relating to the site, and this had been fixed for Monday, 21st January at 7.15 p.m. As Takeley Parish Council had recently had a similar meeting, it was agreed that Cllr. Wooding should liaise with their Chairman in the matter.
It was agreed to ask whether Countryside would be prepared to provide a notice board at the site.
4. Community Matters
a. Phone Box in High Cross Lane
The Clerk said that a resident had reported further damage to the phone box, and complained of litter left by lorry drivers in the layby in the same location. It was agreed to notify B.T. about the phone box. With regard to the possibility of siting a rubbish bin in the layby, Mrs. Cheetham agreed to ascertain whether U.D.C. would be prepared to supply a bin.

b. Hole in the Road
The Clerk was requested to inform E.C.C. of a hole in the road adjacent to Rectory House in High Cross Lane West.
d. Village Hall
After considerable discussion regarding the uncertain future of the Village Hall, it was agreed to write to the Village Hall Committee suggesting that it would be appropriate for a full survey of the building to be carried out.
5. Planning
Applications
UTT/1881/07 – Extension at Bridge Cottage, High Cross Lane West
UTT/2019 and 2020/07 – Pool House and Garage at Canfield Moat
No objections.
UTT/2125/07 – Erection of 14 Dwellings at Gamegard/Penarth
Documents were circulated.
ESS/47/07/UTT – Windrow Composting at Crumps Farm
Information was received on suggested procedures to counteract odour emanating from the site. It was agreed to inform E.C.C. that the Council would be glad to let them know the result after the processes had been carried out.
Decisions
UTT/1315/03 – Dwelling at Almaro – Approved with conditions
UTT/0507/05 – Gamegards – Erection of 5 dwellings – Approved with conditions
UTT/0511/03 – 3, Hamilton Road – Erection of 2 dwellings - Approved with conditions
ESS/45/07/UTT – Crumps Farm – Continuation of Restoration Works – Approved with conditions.
Hales Farm – Planning Breaches
It was agreed to contact U.D.C. regarding progress on the alleged breaches, especially the pile of pallets.
Core Strategy
Although it was considered that Option 4 (a new community near Elsenham) was probably the best one, it was agreed to await the report of a meeting to be attended by Cllrs. Wooding and Fulcher in the matter. If Option 4 was chosen, roads would have to be improved and the question of water supply would need careful consideration. There was also the suggestion that a fifth option might be a new community between Great and Little Dunmow south of the B1256, for which a planning application was expected in the New Year.
Energy Efficiency and Renewable Energy
It was noted that U.D.C. had adopted their Supplementary Planning Document.

Alleged Breaches of Planning Control
A letter from U.D.C. stated that they had been notified of possible breaches at Blue Gates Farm and a building between Almaro and the Nest in Hamilton Road. It was agreed to seek further information.
6. Finance
S.S.E.
It was pointed out that last year a donation of £100 had been agreed. As it was intended that a similar donation should be forthcoming this year, a further payment of £50 was agreed.
Financial Support
It was agreed that requests for financial help from Support 4 Sight and Uttlesford Community Travel could not be met.
Clerk’s Salary
It was reported that the Clerk’s salary had been increased from 1st April, 2007 in accordance with the rates recently agreed by the National Joint Council for Local Government Services.
Examination of Accounts
Cllr. Panzetta said that he had recently examined the on-going accounts for the year ending on 31st March 2008, and they appeared to be in order.
Precept for 2008/2009
It was agreed to retain the precept figure at £2900.
