Minutes of a Meeting of the above Parish

Council, held on Monday, 14th July, 2008, commencing at 8.10 p.m.

1.         Minutes

The Minutes of the previous meeting were confirmed and signed.

 

2.          Matters Arising

a. Priors Green Notice Board

It was reported that a board sited at the entrance to the development at Warwick Road would require planning permission, but Countryside were willing to provide and erect a board to their specification at the play area.    Cllrs. Scott and Byford agreed to meet with James Blair to ascertain what type of board and exact location was proposed.

 

b. Crumps Farm

It was reported that there had been numbers of complaints of odour from the site during recent weeks, which should in future be reported to Essex County Council via Tony Sullivan.    Certain complaints had been investigated by E.C.C., and the source of the smell confirmed as coming from Crumps Farm site.

 

It was reported that Edwards Waste Management were holding a consultative exhibition of their future plans for the site on 19th July at the Village Hall, but concern was expressed at the short notice and lack of publicity for the event.

 

c.Sign at High Cross Lane East

It was stated that a new larger sign (High Cross Lane East, with arrow) had been erected just off the roundabout on the B1256.   It was hoped that this would be sufficient to stop lorry drivers from using High Cross Lane West to reach their destination.

d.Stortford Road Sign near Stansted Motel

It was agreed to consider the matter at the next meeting after efforts to locate the sign had been made.

 

e.Stop Stansted Expansion Meeting

It was reported that 15th September had been agreed, and that SSE would provide posters in the middle of August for publicity purposes.

           

f. Jacks Lane

It was reported that Takeley P.C. had failed in their efforts to persuade E.C.C. to downgrade, although, since the byway had been largely cleared, vehicular traffic was often using it.   It might be possible for temporary closures to be imposed.

 

g. Website

It was decided to ask Steve Hazon to set up a stand alone website.

 

h.Street Naming at Priors Green

It was reported that there had been no response from U.D.C. regarding the inappropriate use of the name of Bennet Canfield for a road in Takeley parish.    Mrs. Cheetham agreed to take the matter up directly.

 

i.Fire Hydrant near Oddyns Farm

It was stated that there were plans to relocate the hydrant to prevent further damage from vehicles

 

j. 2nd Runway Public Meeting at Takeley

Cllr. Fulcher said that it had been a good meeting, and that SSE were trying hard to prevent the construction of a second runway.   A decision on the application to increase the number of passengers using the present runway had still not been made public.

 

k. “Planning for the future of your village”

Cllr. Wooding reported on the seminar he had attended.   He said that no village was too small to have a parish plan or design statement, and there were funds available to assist in projects of this nature.   A steering committee would be necessary.    It was agreed to await the outcome of the new village hall issue before considering the idea again for Little Canfield.

 

3.         Reports

            Cllr. Panzetta reported on meetings he had attended.

 

1.      Flitch Way Liaison Committee

A machine had arrived for use in cutting back vegetation, but, because it had broken down, cutting at the west end of the Flitch Way was delayed.    The new entrance to the Flitch Way from High Cross Lane West would be advertised sometime between July and October.   It was hoped that a new member of staff could be recruited.

2.      Village Hall Site Meeting

The UDC Planning Committee had visited the site in connection with Land Securities’ planning application.   John Long (Bidwells) had also been there, but no comments had been allowed.   The access and size of hall had aroused most interest.   Cllr. Wooding said that a meeting had been arranged with Bidwells and the Village Hall Committee for 17th July to consider the best approach when speaking at the meeting on 23rd July at which the application would be formally considered.

 

Cllr. Panzetta said that he had been able to ascertain that the owner of Hales Farm had been asked to submit a retrospective planning application, but he had been informed that, until an application had been received, UDC were unable to take any action.

 

            3.  Enforcement Meeting

     UDC had introduced a new department for all matters of enforcement including

     benefit fraud, planning and the environment, headed up by Paul Woolcott.  

     It was agreed to ask the department for an update on Hales Farm.

 

4.  UDC Forums

The Forum set-up had been reformed into North and South areas, with input                   from the Police, ECC Highways and Planning.    Mrs. Cheetham said that UDC were in contact with the Housing Minister on the imposition of huge housing demands on the district.

 

Cllr. Panzetta also said that mature laurels had been planted to mask the site of the sewage works in High Cross Lane, and that the give way sign at High Cross Lane West had been replaced.

 

4.         Correspondence

a.       E.C.C. –  Public Rights of Way

A programme of works was passed to Mrs. Gillman.    She also reported that she had completed a survey of rights of way in the parish, and had reported problems that had arisen.   Waymarking and clearance projects were in hand.   A licence had been issued to allow for shooting rabbits on the Flitch Way, but details of land ownership was required before this could be implemented.   She had been able to supply this.

 

b.      U.D.C. – Standards Committee

It was stated that reports relating to the committee were available on the website.

 

c.       M11 Junction Roundabout

It was noted that an update in traffic signalling was in progress.

 

d.      Street Lighting

Following the expiration of the current maintenance agreement with A & J Lighting Solutions, it was agreed to sign up for a new contract for five years at a basic cost of £67.75 per annum.

e.       Go East Plan Revision

It was noted that the revised plan had been published, and details were available via the website.

 

5.       Community Matters

a.       E.C.C. Parish Visit

The Clerk was instructed to look up the date of the proposed visit to carry out small remedial works in the village (August).

 

b.   Huntingfield House

It was reported that permission for the pallet business being conducted on land near the B1256 roundabout had been refused.

 

c.   Priors Green

It was reported that Countryside Properties were now shutting the gate at the junction of Thornton Road and their land, but there appeared to be no maintenance procedures on the bund and no security with regard to the Haul Road.

 

 6.        Planning

            Applications

            UTT/0930/08 – Stansted Motel/2, Hamilton Road – Demolition to allow for the

UTT/0929/08               construction of 14 houses.    No objection except for more

                                     traffic on unmade road

            ESS/65/06     -  Little Easton Airfield Condition – No objections

UTT/0768/08 – Conservatory at 8, Honey Road

ESS/01/07 – Water Monitoring at Crumps Farm Site

ESS/50/06 – Traffic Management at Crumps Farm Site

UTT/0721/08 – Change of hours at Local Centre, Priors Green

 

Appeal for development at The Red Barn

Previous comments on the development had been relayed to the Inspector.

 

Building between Almaro and The Rest

A Certificate of Lawfulness had been issued for the building.

 

Activities at Newlands Farm

UDC’s investigations had revealed planning permission for the work had been granted in 2001.
