Minutes of a Meeting of the above Parish

Council, held on Monday, 16th April, 2007

in the Village Hall commencing at 8.15 p.m.

1.         Minutes

The Minutes of the previous meeting were confirmed and signed as a correct record.

           

2.         Matters Arising from the Minutes

a. E.C.C. Matters

Mrs. Flack agreed to contact Highways regarding the implementation of the variable road sign scheme and the condition of the private roads used by Countryside to gain access to their site at Priors Green.    Concerning the former she said a cheaper sign was to be utilised, which would probably mean that parish councils would not be involved financially.

 

A letter was received from Highways largely regarding the resiting of boundary signs on the B1256.   As the proposals did not appear to concur with Council requests, it was agreed to ask for a site meeting.

 

b. Priors Green – Section 106 Agreements

It was reported that no reply had been received from U.D.C. on the subject.

 

c. Website

It was agreed to ask Mr. Hazon whether he was able to ascertain the number of hits on the site.

d. Airport Seminars

Cllr. Byford reported on the Noise Seminar.  He said that the proposed website for tracking flight paths was not yet up and running, and that it was not possible for various reasons for continuous descents to be implemented from the south.

 

Cllr. Panzetta reported on the Health Impact Seminar.    He said that ERM, the company carrying out the work, were to study the impact of the Airport on health in the area, including such institutions as schools and hospitals, and that a report was expected in about nine months

 

e. Crumps Farm  Liaison Meetings

In spite of their apparent enthusiasm to be included in occasional meetings with E.C.C. and the operators concerning mineral extraction at Crumps Farm, no official notification had been received from Great Canfield P.C., although Takeley P.C. had nominated a representative.   It was agreed to contact them again.

 

f. Stansted Community Trust Projects

It was noted that applications for grants should be submitted by 31st July. 

 

3.         Correspondence

a. E,C,C, - Footpath 31 (Priors Green area)

Official notification was received of the diversion of the route

 

b. E.C.C. – Imposition of Speed Limits on B1256

Official notification of the intention to impose a 40 m.p.h. limit through Takeley Street to Start Hill was received.

 

c. U.D.C. – Recycling Materials

Information on extensions to the scheme was received.   Concern was expressed as to the method of publicity used by U.D.C.

 

d. U.D.C. – Footpath 15 (Hales Farm)

A copy of the diversion order was received.

 

e. West Essex P.C.T. Strategy Document

It was noted that comments were required by 31st May.    Cllr. Fulcher agreed to attend a public meeting on 26th April, at which it was suggested that the question of the lack of G.P. facilities in the Takeley area, particularly in view of the Priors Green development, should be raised.

 

f. Volunteer Centre

An invitation to apply for membership was circulated.

 

g. S.S.E. - Various

Details of events to raise money for the forthcoming Airport Public Enquiry were circulated.

h. Uttlesford Over 60’s

Details of a meeting on 30th April to consider health service changes were circulated.

 

i. E.R.H.A.

A brochure on the work carried out in the area by the Affordable Homes organisation was circulated.

 

4.         Community Matters

Highway Problems

It was reported that the Stortford Road sign between Hamilton Road and the Motel had been flattened;  that the ditch in Jacks Lane on the Little Canfield/Takeley boundary was full of rubbish;   and that the wooden bridge on Footpath 11 in Jacks Lane was in need of repair.

 

Cllr. Turner said that the telephone box had been vandalised again after repair, and it was agreed to report the matter to B.T.

 

Haul Road

Concern was expressed as to whether the haul road was being constructed closer to the Lion and Lamb than shown on the plans.   Cllr. Byford agreed to check.

 

Flitch Way

Cllr. Panzetta said that communication with E.C.C. was not good at present, though he hoped to attend the next meeting.   No access to the Flitch Way was yet available from High Cross Lane West, and he had been informed that a volunteer group was shortly be digging channels to alleviate the flooding problem in the area.

 

Hales Farm

Cllr. Panzetta said that, in spite of a site meeting in January, the pallet mountain remained, and no application had been made for a required change of use.

 

Josh Stafford

It was decided that it would not be appropriate for the Council to offer financial assistance in Mr. Stafford’s participation in the World Challenge.

 

5.         Planning  

Crumps Farm – Review of old Minerals Permission

It was noted that E.C.C. had approved the application.

 

Application – 6, High Cross Villas

It was noted that U.D.C. had refused the application for a rear extension

 

Island Site at 5, Hamilton Road

It was noted that an application for development had been withdrawn.

Priors Green

It was noted that Countryside Properties were appealing against the landscaping condition imposed by U.D.C. re Phases 7 and 8, and making a further application to U.D.C.    It was agreed to support the retention of the buffer zone in both cases.

 

6.         Finance

Thanks were received from Medics and the Village Hall for the donations to their funds.

 

A request from Interact for a grant was circulated.

 

With regard to the appointment of an Internal Auditor, Cllr. Panzetta said that Mr. Falk was happy to pass over the job as he had left the immediate area.
