Minutes of a Meeting of the above Parish
Council, held on Monday, 17th November, 2008, commencing at 8p.m.

1. Minutes
The Minutes of the previous meeting were approved and signed.
2. Matters Arising
a. Priors Green Notice Board
The Clerk produced a copy of an e-mail dated 2nd April 2008 in which Countryside agreed to supply and erect a board. A communication from Andrew Fisher (Countryside Properties) stated that they thought it better to delay erection of a board for a year until the site was handed over to Uttlesford D.C. As it was thought unlikely that the handover would occur within that period, the Clerk was instructed to ask Mrs. Cheetham whether she could find out when Uttlesford thought the handover would take place.
b. Crumps Farm
Cllr. Wooding reported on the latest Liaison Meeting held on 22nd October, at which concerns expressed by Great Canfield Parish Council regarding the restoration scheme, monitoring of the site and lack of local knowledge concerning the latest planning application, were discussed. Working practices with regard to odour control had improved.
Planning Application ESS/46/08 Environmental Statement was circulated for comment by 25th December.
A copy of the Attendance List at the recent public exhibition on plans for the site was received.

c.Website
The Clerk said that Little Canfield now had a website under the E.C.C. banner. Steve Hazon had reported that, although the site would not cost anything initially, the maintenance and updating would cost more because it did not fit into the system he used. He suggested that the Council have an independent site with a link to local government sites. This was agreed. Estimated cost p.a. £300.
d.E.C.C. Parish Visit
Cllrs. Turner and Wooding agreed to check that the repair items on the list provided by E.C.C. had been carried out, and to complete the satisfaction report to be returned to Highways.
e.FP 22, Coldharbour Lane
A communication from E.C.C. stated that the present exercise was to establish an accurate record of the path, not whether it was located where it could be used by the public.
f. Hamilton Road
Cllr. Byford felt that E.C.C. had not addressed his query regarding the problems caused by the narrowing of Hamilton Road. It was agreed to ask Mrs. Barker (E.C.C. representative) whether she could help.
g. Flitch Way
The Chairman said that Mrs. Gillman had reported that, although progress on finalising the changes to the access to the Flitch Way off High Cross Lane West and adjoining footpaths was slow, at least it was continuing.
h. Priors Green Haul Road
Cllr. Byford reported that he had met the Uttlesford Enforcement Officer Sonia Williams on site to point out a number of conditions with which Countryside had failed to comply. She had promised to investigate and get back to him, but this had not yet happened.
3. Correspondence
a. E.C.C. – Pedestrian Crossings on B1256
A request for comments from E.C.C. regarding the location of toucan and puffin pedestrian crossings at Warwick Road and Hope End roundabouts was received. Although information regarding the exact nature of such crossings had been requested but not received, it was decided that, as they had already been installed, there was little point in commenting. However, it was agreed that, as it was considered that the Hope End crossing was too near the roundabout, E.C.C. should be informed that the Council would be keeping a close eye on it to see how it worked when in operation.
b. E.C.C. – Part-Night Street Lighting
A report of how the new scheme was working was circulated for information

c. U.D.C. – Planning Workshop
Cllr Byford agreed to attend the Workshop on 19th November at Saffron Walden.
d. Stansted Airport Community Truist
Information on grants available was passed to the Village Hall Committee.
e. Uttlesford Home Improvement Agency
It was agreed that the service provided by the Agency should be mentioned in the next Grapevine.
f. Communities and Local Government
A consultation on Communities in Control was circulated, with comments required by 24th December.
g. U.A.L.C.
Attendance was requested at a meeting of the Association on 9th December.
h. Police
A letter of introduction was received from the new Local Inspector, Glen Pavelin.
i.Neighbourhood Watch
It was agreed to ask through the Grapevine for somebody from Priors Green to agree to represent that area in the Neighbourhood Watch Scheme.
j. Uttlesford Community Travel
It was agreed to put a request for new members and volunteer drivers in the Grapevine.
4. Community Matters
Waymarking Parish Paths
Cllrs. Wooding and Fulcher agreed to undertake the erection of waymarks on some village footpaths.

The Clerk was instructed to ascertain what progress had been made on activity on site, and to point out the mud that was being deposited on the road by lorries leaving the site.
Village Hall
Cllr. Byford reported on the A.G.M. of the Village Hall Committee. The officers had been re-elected, the financial situation was reasonably sound, but it had been decided to raise the cost of hiring the hall to £10 per session.
