At the commencement of the meeting, the Chairman introduced the new Clerk, Mrs. Samantha Perry, and welcomed her to the Council.
1. Annual Meeting of the Council
Election of Chairman
It was proposed by Cllr. Panzetta, seconded by Cllr. Turner, and agreed, that Cllr. Wooding be elected for the ensuing year, and duly signed the declaration of acceptance of office.
Election of Vice-Chairman
It was proposed by Cllr. Turner, seconded by Cllr. Byford, and agreed, that Cllr. Fulcher be elected for the ensuing year, and duly signed the declaration of acceptance of office.
2. Minutes
The Minutes of the previous meeting were approved and signed.

3. Matters Arising
a. Priors Green Notice Board
Mrs. Cheetham said that Countryside proposed to erect a board in the area of the new Community Centre, and that, until building works were completed and the board could then be installed, the Council were welcome to utilise Countryside’s hoardings. Whilst the site of the board was welcomed, it was agreed that, as it was in Takeley parish, and some distance from the homes of Little Canfield residents, the request for a board at the agreed site at the play area close to Warwick Road should be pressed.
b. Hamilton Road
A letter was received from E.C.C., apologising for giving erroneous information, but stating that it had been established that, although Hamilton Road was not an adopted highway (and could not be adopted at present because of its width), but a private road, E.C.C. had owned the subsoil of the road, though not the surface.
c. Matters raised with Mrs. Barker
i. Flooding from Flitch Way. Mrs. Barker agreed to chase the matter, which seemed to have fallen between the attention of Highways and the Country Park, with neither taking full responsibility. It was suggested that a meeting take place between E.C.C. and Cllr. Wooding.
ii. Status of Jacks Lane. Although E.C.C. had decided not to downgrade Jacks Lane to a bridleway, it was agreed that Mrs. Barker, Mrs. Cheetham and Cllr. Byford should consult with the Lord of the Manor because local people wanted it downgraded.
d. Layby near Windward Bananas
It was reported that all the rubbish had been cleared, but no decision had yet been made as to the provision of a rubbish bin. Mrs. Cheetham agreed to pursue the matter with U.D.C.
e. New NATS Consultation
It was agreed not to comment further.
f. E.C.C. Parking Standards in New Developments
It was agreed to support County plans to raise the standards above those set out by the government.
g. Visit to Windward Bananas
As the proposed visit had not yet been arranged, the Clerk was instructed to approach Mr. Collins again.
h. Mobile Library Service
As no further information had yet been forthcoming, the Clerk was instructed to contact Harlow Library with a view to putting details of the service in the next edition of the Grapevine.
i. Obstruction of Footpath outside the Cottage, The Endway
It was reported that the offending vehicle had been removed.

j. E.C.C. Matters
It was reported that the village signs had not been moved and roadside litter had not been cleared, though the grass verges along the B1256 had been cut. There was also no action on clearing the undergrowth on the north side of the B1256.
k. F/P 31 Priors Green
Mrs. Gillman said that, as only part of this path was ready for restoration to its proper route, it was unlikely that E.C.C. would take action yet.
l. Lockers at new Community Centre
Mrs. Cheetham agreed to chase the matter.
4. Correspondence
a. U.D.C. – Parish Council Emergency Planning
It was agreed to ask that information on future meetings be received via the Clerk.
b. E.C.C.. – Byway 40 (Coldharbour to River)
A copy of the Order to modify the route of the path on the Definitive Map was received. No comments were raised.
c. Gt. Canfield Shopper Bus
It was noted that the bus, which started at Windmill Villas and could therefore be open to use by residents in the High Cross Lane East area, would run on Thursday mornings through Gt. Canfield to Bishop’s Stortford. It was agreed to ascertain full details and publish the information in the Grapevine.
d. E.C.C. – Diversion of F.P. 12 (Crumps Farm)
Notification was received of the intention to divert temporarily (until 2042) the footpath to enable minerals extraction and restoration under planning permission ESS/01/07/UTT/(R) to take place.
e. A. & J. Lighting Solutions
Notification was received of an increase in the price of lamps for street lighting purposes.
f. Stansted Community Trust
It was agreed to pass information on grants available to the Village Hall Committee.
5. Community Matters
Crumps Farm Liaison Meeting
It was reported that one of the issues raised was the Enforcement Notice issued to the operators regarding green composting, which had not been moved as instructed. It was also stated that E.C.C. were not happy about the height of the proposed new building.

Flitch Way
Cllr. Panzetta reported on the meeting of the Country Parks group held on 21st April. He said that Rayne Station would shortly be open to the public full time, proposals from E.D.F. with regard to the routing of their electric ring main along the Flitch Way would be considered, and it was proposed to erect containers where leaflets about the Flitch Way would be available for public use.
Community Forum
Cllr. Panzetta reported that the West Essex health authority had made no decision on medical services in this area. Their review was ongoing, and it was suggested that they were awaiting a decision as to whether an eco-town would be developed at Elsenham.
Village Walk
Mrs. Gillman reported that the last walk had been very well attended, though most of the participants came from outside the village.
Website
The Clerk was instructed to ensure that the correct charges for the hire of the Village Hall (£10 per hour and £60 deposit) were included on the website.
Minutes
The Clerk was instructed to ask the Parochial Church Council and the Village Hall Committee for sight of the minutes of their meetings.
Canfield End Pumping Station
Concern was expressed at the amount of standing water on the site in spite of the generally dry weather in recent weeks, and the Clerk was instructed to notify Thames Water.
6. Planning
Meeting with Countryside
It was reported that there would be no care home built on the site, but it was suggested that maybe homes for the elderly might be included instead. With regard to the Section 106 agreement, it was agreed that it would be necessary to talk to Takeley Parish Council as soon as possible.
Cllr. Panzetta observed that the promised planting on the Haul Road bund had still not been carried out. Mrs. Cheetham reminded the Council that permission for the haul road had been given for only three years.
Applications
UTT/0324/09 – Pallet Storage at Hales Farm – It was reported that strong objections had been made to the development carried out without planning permission, including the surfacing of agricultural land, erection of fencing, and stacking of pallets to the detriment of the rural area. It was considered that an environmental impact survey should have been undertaken prior to development.

Enforcement Notice
Notification was received of a notice regarding the spreading of waste materials issued in respect of land near the intersection of the A120 and B1256.

Notification was received that there had been no breach of planning control at The Nest
7. Finance
Grants
Thanks for grants made were received from the Parochial Church Council, Essex Air Ambulance (through Herts Air Ambulance) and the Village Hall.
Request for Support
A request from East Anglia Children’s Hospices was circulated.
