Minutes of a Meeting of the above Parish
Council, held on Monday, 18th August, 2008, commencing at 8p.m.

1. Minutes
The Minutes of the previous meeting were confirmed and signed.
2. Matters Arising
a. Priors Green Notice Board
Cllr. Byford said that there had been problems with getting hold of James Blair, but that a meeting had been arranged to inspect the proposed board and location for Wednesday, 28th August at 10 a.m.
b. Crumps Farm
It was reported that there had been more odour complaints since the last meeting. Cllr. Panzetta said that he had been informed that Essex County Council had issued an enforcement notice on 31st July, giving the site management fourteen days to alleviate the problem, but that it had been rescinded ‘by a higher authority’. It was agreed to ask for an update on the situation.
It was reported that the exhibition staged by Edwards Waste Management had been poorly displayed and attended.
c.Website
The Clerk said that it was necessary to inform Mr. Hazon what information the Council required to be on it. It was agreed that the format should be simple, that details of Councillors (excluding e-mail addresses), minutes of meetings, planning applications, rights of way information (including arranged walks), and village news should be included.

d.Priors Green Street Name
The Clerk said she had been unable to obtain any information from Uttlesford D.C. on the use of the name ‘Bennet Canfield’, but Mrs. Cheetham had said she would follow it up on the Council’s behalf. It was agreed to continue to press the matter.
e.Stop Stansted Expansion Meeting – 15th September
Posters and leaflets for distribution with the Grapevine were produced.
f. Primary Care Trust
The Clerk said that there had been no reply from Ms. Toni Coles regarding the request for a meeting. Cllr. Panzetta agreed to bring the matter up at the next meeting of the South Forum on 2nd September.
g. Road Signs
It was reported that the Stortford Road sign near the Stansted Motel was now in place.
It was reported that the new sign at High Cross Lane EastxB1256 had disappeared, and that another in the same area had been blacked out. It was decided to ask Cllr. Turner to pursue the matter with U.D.C.
3. Correspondence
a. S.S.E. – Pre-Enquiry Meeting re 2nd Runway
No one wished to speak at this meeting
b. Police
An enquiry was received from the Community Officer concerning possible problems in the parish. Cllr. Byford said that, as a member of Neighbourhood Watch, he was aware of a lack of communication between Neighbourhood Watch and the Police regarding any incidents that occurred, which he felt was not helpful. Cllr. Panzetta agreed to raise the matter at the next South Forum meeting.
c. High Cross Lane East
It was noted that part of High Cross Lane was to be closed to through traffic for five days from 5th September to enable BT to carry out maintenance to their poles and cables in the area.
d. National Flood Forum Presentation
It was decided not to send a representative to the meeting
4. Community Matters
Rights of Way
Mrs. Gillman presented a survey on the condition of the network, with any problems being reported to E.C.C. She said that Cllr. Byford had helped to cut back undergrowth on the path near the Lion and Lamb. The parish walk arranged for 20th September would be led by Cllr. Wooding. As part of the E.C.C. scheme, various tools had been received to help with local maintenance.

The verges along the Flitch Way had been cut back, and the overhang would be dealt with later in the year. It was hoped the blocked drain underneath the bridge at High Cross Lane West would be cleared to prevent further flooding. A route was being considered to link the east and west sections of the Flitch Way at Dunmow.
High Cross Lane East
It was understood from an E.C.C. engineer that they were planning to implement an improvement scheme, including kerbs, at the northern end of the lane. Mr. Trembath was in favour of reflector signs on the verges, but it was felt that, when two large vehicles needed to pass each other, there would be no room for such devices. It was agreed that the passage of buses from the Hales Farm complex had caused much of the damage to the verges. It was decided to approach E.C.C. Highways to ascertain exactly what was intended.
5. Planning
Applications
Conditions re ESS/01/07 – Crumps Farm
Reservations were expressed concerning the tree planting on the permanent bund to the east of the site. It was decided to ask E.C.C. for a timetable on this issue. If there was a problem with the trees to be planted, it was felt that the bund should be of sufficient height to act as a screen in itself, though it should be made to look as natural as possible.
UTT/1124/08 – Phase 9, Lesser Priors Green
Although the development was outside the parish, it was agreed to comment that the number of dwellings on the area was too many for safe access of utility and delivery vehicles, and that car parking space was inadequate, and would cause traffic problems by excess vehicles blocking the main road.
Hales Farm
The Clerk said that there had been no reply from U.D.C. concerning the planning situation, but Mrs. Cheetham had agreed to pursue the matter.

UTT/0423/08 – Site adjacent to Almaro, Hamilton Road

UTT/0615/08 – Village Hall Development
It was reported that approval could not be given by the planning application method, but it seemed as though the Planning Committee was not averse to the proposals.
The Clerk said that Land Securities were encouraged to pursue the scheme, and would be considering further options other the next few weeks. Mrs. Cheetham said that this Council should pursue the matter through the Local Development Framework.

Cllr. Byford said that the Village Hall Committee were arranging to have the floor of the hall covered because play school children were getting splinters. It was agreed that, before asking the Council to help with the project, the Committee should look into the possibility of obtaining grants for the purpose.
UTT/0929 and 0938/08 – Stansted Motel/2, Hamilton Road
Huntingfield House
It was decided that, since the application for the pallets business had been refused, the importing and levelling of subsoil on the site should be reported to U.D.C. via Dunmow Town Council.
