Minutes of a Meeting of the above Parish
Council, held on Monday, 21st September 2009 commencing at 8.00 p.m.

(a) Notice Board: - No further information has been received. Clerk was asked to write again to chase countryside.
(b) Lay-by in High Cross Lane – No Further Information has been received Clerk to write again to Mrs Cheetham.
(c) Jacks Lane – Downgrade to Bridle Path – No Further Information has been received. Clerk to Write to Mrs Cheetham.
(d) Dog Bins – Little Canfield at present have two dog bins and UDC will not be adding additional dog bins.
(e) New Little Canfield PC Councillors – The Clerk spoke to P Snow at UDC and was told that with the additional parishioners at Priors Green we do not need another Councillor on the parish Council. However with the Death of Eira Scott there now is a vacancy, which will be advertised in Grapevine and will be on the Notice Board in November.

(f) Potholes – The Potholes have not been fixed along the B1256 and the Clerk was asked to contract the Highways department.
(g) ECC – Priors Green B1256 Roundabouts the clerk was asked to check progress on the raising of the roundabouts.
(a) A J Lighting Solutions – Annual Maintenance was carried out.
(a) Telephone Box in lay-by – Clerk was asked to write to BT to ask when the Telephone box, which is overgrown with weeds, will be removed.
(b) Countryside Priors Green Meeting – The Meeting took place with Little Canfield, Takeley PC and UDC. Countryside did not attend this meeting. The aim of the meeting was to look at the Community Hall and all the open spaces in Priors Green to determine with UDC whether or not LCPC or TPC wanted to take over the open spaces and the running of Community Hall. UDC did not have the keys for the hall so another meeting has to be arranged.
(c) Little Canfield Pc and Takeley PC – The Clerk was asked to arrange a meeting with Takeley PC and the residents association of Priors Green to discuss the open spaces and Community Hall.
(d) Temporary diversion of Footpath 31 – this diversion has now been closed. The footpath now goes though Prior Green. Residents of Thornton Road have expressed their displeasure that no notice has been erected confirming the closure of the diversion. Little Canfield PC will put up a notice at the entrance to Thornton Road to make it clear that the diversion has now been closed.
(e) South Community Forum – This meeting was not attended by Little Canfield PC.
(f) Stansted Airport Police Aviation Security Team – Clerk was asked to check whether the Team are going to attend the November meeting.
(g) Crumps Farm Meeting – 9th September. Ken Wooding attended this meeting. The building will be only 2 meters over the bund not 7 as previously stated. However Great Canfield object to any development at all. It is currently not know when the park will be developed. The base for the composting area will now be hard-core rather than concrete. The next meeting will be in about 6 months.
(h) Parish Walk – 19th September. The last guided parish walk took place. L Gilman was thanked for running the walks and asked to continue next year. All the walks for this year and last year will be available for parishioners to print off the website. www.littlecanfieldpc.co.uk.
(i) War Memorial – The Plaque on the War Memorial has been removed. Cllr J Fulcher has been in contact with Mike Barnard who will be looking at replacing the plaque and making it more secure. A nephew from America of one of the men stationed here during the war will be contributing towards the cost and will be coming over from America to see the memorial once the plaque has been restored

(j) Flitch Way meeting – There has been no further development with the flitch way steps as there has been an objection lodged. ECC are dealing with the situation and will keep us posted. Next Flitch Way meeting to take place on 17th October.
(k) Village Hall Minutes – No meeting for this year has taken place.
(l) Allotments – The Clerk has been asked to check with UDC whether there has been an allocation for allotments and residents for Priors Green has been asking for some.
