Minutes of a Meeting of the above Parish
Council, held on Monday, 24th September, 2007
in the Village Hall commencing at 8p.m.

Ms. S. Brady
Prior to the meeting, Mrs. Moira Groborz, Rural Housing Enabler from the Rural Community Council of Essex, explained how it might be possible to ring fence some of the affordable housing units on the Priors Green development for local people. It was agreed to circulate details with the Grapevine.
Ms. S. Brady expressed concern about security at The Rest, and she was advised to contact the Police.
1. Minutes
The Minutes of the previous meeting were confirmed and signed as a correct record with amendments to Item 2 (d) Page 15 and 4 (c) Page 17.
2 Matters Arising
a. Crumps Farm Waste Site
Cllr. Scott said that she was keeping a diary of smell nuisance for herself, and was encouraging other residents similarly affected to phone the Environment Agency.
It was agreed to write to Essex County Council, the Environment Agency and Uttlesford District Council to complain strongly of the continuing odour problem.
With regard to a visit to a recycling depot in Huntingdon, a note from Uttlesford D.C. said that dates for a visit in October would shortly be available.

b. Speed Check on B1256
A letter from the Traffic Police stated that checks had been made, but only two motorists had been found in excess of the stated limit. Comments were made that the checkpoints were visible from a sufficient distance to enable drivers to slow down if necessary.
c. Street Lighting
The Clerk reported that she understood that Takeley Parish Council was not a Lighting Authority, so it was unlikely that this Council would be expected to be responsible for any street lighting at Priors Green.
d. Jacks Lane
Mrs. Gillman said that that the rights of way in the area were in reasonable condition except for overgrown hedges. It was understood that there was a dispute between owner and tenant of the adjacent land as to responsibility for cutting back.
e. S.W.Essex Area Panel
Mr. Jones said that it was possible that the meeting arranged for 16th October might be cancelled because of a special meeting to be called on 2nd October in Elsenham to consider the possibility of housing development in that area.
3. Correspondence
a. E.C.C. - Community Document
It was agreed to retain the document for reference.
b. C.V.S.U. – Voluntary Car Schemes
A communication drawing attention to a possible future licence requirement (£400) on cars used in voluntary schemes was received. As U.D.C. would be responsible for this, Mr. Jones agreed to find out more about the plans.
c. Stansted Airport Community Trust
It was noted that applications for the next round of grants from the Trust should be made by 31st January, 2008.
d. U.D.C. – Parish Liaision Meeting
It was noted that the next meeting was on 26th September.
e. John Jacobsson – Village Sign
It was agreed that Mr. Jacobsson should be given permission to include the sign in his web collection.
f. Financial Support for Home-Start
It was agreed not to offer support in this case.
g. Highways Agency – M11 Consultation
As all Councillors had received copies of the consultation on revised plans for the M11 should Stansted Airport expand, it was agreed that replies should be sent individually.

h. U.D.C. - Street Naming at Priors Green
Further names were put forward for comment. As they were all included on the list submitted by the History Society, it was agreed to accept them, but to add ‘Bennet Canfield’ and ‘Roding’ as alternative suggestions.
4. Community Matters
a. P3 Parish Partnership
Mrs. Gillman asked whether it would be helpful if the Council joined the partnership with E.C.C. on rights of way. It was agreed that she would ask for a representative to come to the next meeting to explain what was involved.
b. Flitch Way
Mrs. Gillman reported on the last meeting of the Country Park Rangers. She said that numbers of rabbit holes had been observed, but that no gassing of rabbits would be allowed for public safety, but shooting would be possible under licence.
There was no further progress to report on the access at High Cross Lane West.
The next meeting would be on 15th January.
c. Hamilton Road
It was agreed to ask U.D.C. for a road sign, as the original ones had disappeared since the development of Priors Green had begun. Cllr. Byford said that, in spite of some remedial work, the road was still subject to flooding, and that development in Thornton Road was encroaching on the width of the surface.
d. Overgrown Hedges, B1256 North Side
It was agreed to ask E.C.C. when the work to cut back the overgrowth would be carried out.
