1. Minutes: The minutes of the previous meeting (16th Nov. 2009) were approved by LCPC and signed by Chairman Ken Wooding as a true record.
Matters Arising:
2. Use of notice board and security gates left open at Priors Green: No update from Countryside. LCPC agreed to follow up with Countryside.
3. 2 x Parish Council vacancies and Clerk vacancy: Following advertisements, there have been 2 expressions of interest in the Parish Council vacancies. LCPC agreed to appoint 2 new members at the next meeting.
Chairman Ken Wooding has received 2 inquiries for the post of clerk. LCPC agreed to pursue these applications with a view to arranging interviews/attendance to the next meeting.
4. Roundabouts at Priors Green: Essex Highways Dept has confirmed that:
- Roundabout at Gt. Canfield/Hope End junction on B1256 will be removed and returned to a priority junction.
- Roundel on the roundabout at Priors Green entrance will be raised.
LCPC is concerned that in darkness the green lights at the pedestrian crossing (both east and west) encourage drivers, unfamiliar with the road, to proceed without due care to the impending junctions and roundabouts. This will be reported to ECC highways Dept.
5. Reports:
-Clr Peter Byford & Lesley Gillman reported on the Flitch Way meeting (12th Jan. 2010) - mapping village footpaths.
-Chairman Ken Wooding reported on a visit by Stansted Aviation Security Team (14th Dec. 2009).
Correspondence:
6. Parish Boundaries (Peter Snow - UDC) (previously circulated): UDC has requested a view on a view of the parish boundaries in 2010/11.
LCPC currently believes that Lt. Canfield residents would prefer boundaries to remain unchanged. Members are currently encouraging new residents at Priors green to join LCPC.
Members agreed to respond to Peter Snow accordingly.
7. Request for yellow lines in Warwick Road (bus route): Complaint from resident re parked cars/airport parking in Warwick Road. The resident has also been in contact with ECC highways Dept. LCPC agreed to write to ECC Highways to find out when Highways will adopt the roads in Priors Green and whether there are plans for yellow lines on the bus route.

8. Essex Police - Parking Problems: LCPC noted a letter from Joe Wrigley re parking problems in the county and an initiative to reduce parking obstructions.
9. A120 Stansted to Braintree - Review by Highways Agency: The Highways Agency has requested feedback as part of a post implementation review (environmental review only).
LCPC agreed that Cllrs Ken Wooding and Jeremy Fulcher will respond on behalf of the Council before 29th January.
10. ECC Temporary Diversion Footpath 12 -below Crumps Farm: LCPC noted.
11. Restricted Byway 40 - Planning Inspectorate: Changed from footpath to restricted byway. LCPC noted order confirmed.
12. Bus Passenger News Jan/Feb: LCPC noted
Community Matters:
13. Dog Fouling - Warwick Road: LCPC agreed to contact the Dog Warden at UDC (Environmental Services) to investigate what measures can be put in place.
14. Clr Turner noted empty salt bins
15. Potholes: reported to ECC Highways on Parish visit. Will be rectified in Spring
16. Blocked ditch - High Cross Lane south above Devils Ditch: LCPC agreed to write to Mr. Kemp
17. Hales Farm. High Cross Lane, east: erosion of grass verge by coaches: LCPC agreed to report to UDC Planning Enforcement Team and ECC Highways Dept.
Planning Applications:
18. UTT/1601/09/FUL Warren House, Thornton Road - erection of 8 dwellings.
LCPC agreed to object to this application which is outside the permitted development area.
19. UTT/1684/09/FUL The Rise, Dunmow Road - single storey rear extension.
LCPC agreed no objection.
20. ECC/APP/Z1585/C/09/2107818 Crumps Farm - Edwards Waste Mgmt
LCPC noted appeal withdrawn.
Finance:
21. 2010/11 Precept: LCPC resolved to set the precept at £4000 (£3500 last year).
