Minutes of a Meeting of the above Parish

Council, held on Monday, 29th June 2009 commencing at 8.00 p.m.

  1. Minutes: - The minutes of the previous meeting were approved and signed.

 

  1. Matters Arising: -

 

(a)        Prior Green Notice Board: - No Further information was received in time for the meeting. Cllr P Byford and Cllr J Taylor mentioned that at the neighbourhood watch meeting that Priors Green member Sally said that she thought there should also be a notice board at the community hall.

(b)        Lay-by in High Cross lane (Rubbish Bin): - No progress has been made regarding a rubbish bin. Clerk to email Mrs Cheetham (UDC)

(c)        Mobile Library: - Timetable was printed in the Grapevine.

(d)        Flooding in High Cross Lane West/Flitch Way: - No further information was received by the council and the clerk was asked to chase Mrs S Barker (ECC)

(e)        Jacks Lane:  - Nothing further to report.

(f)          ECC Highway matters: - Village signs. Grass verges action has been taken. Clerk asked to write to highways re footpath over grown with hedgerow and potholes in the B1256 by village hall.

(g)        Thames Water: - Thames water investigated the standing water, and said it was clear, however there is now water there again and the clerk was asked to contact Thames Water again.

(h)        Dog Bins: - Clerk to chase as still waiting to hear from UDC whether or not Dog bin waste is to be collected.

  1. Correspondence: -

(a)        ECC Highways – Drink Drive Campaign: - It was agreed to put the posters up in the notice board by village hall.

(b)        UDC: - Register of Electors was passed round for Cllrs to update their records.

(c)        Susan Baker (ECC): - A Letter was circulated from S Baker to confirm her re-election and her request for the clerk to email her in advance of Parish Council meetings.

(d)        UCC: - Emergency-planning correspondence was noted but no action is required.

(e)        ECC: - Map modification no 414 restricted byway 40(Coldharbour to River). Existing maps keepers Lesley Gillman and also Cllr K Wood will hold the new maps showing the changes.

 

  1. Community Matters and other business: -

(a)        Windward Banana Factory meeting: - Visit took place on 5th June 2009 with Mr P Collins, further visit planned to meet Mr James. Expansion put on hold for time being due to Hurricane in Windward Islands.

(b)        North Uttlesford Community Forum: - No comment as no Cllrs present at meeting

(c)        South Uttlesford Community Forum: - Cllr J Panzetta attended forum, it was reported that only 26 people attended from the district. Essex Police asked for anyone seeing quad bikes along Flitch Way to report it as soon as possible on 0300 333 4444.

(d)        Uttlesford Association of Local Council; - No comment as no Cllrs present at meeting.

(e)        Countryside and UDC meeting: - re Priors Green S106 Monies. At the meeting it was agreed to arrange a meeting for a tour of the new Priors Green community hall. Countryside have now released money for the 15 year plan for maintenance work on parks and community hall, and UDC have issued a plan of expenditure. The S106 Monies have not yet been released as there are not yet 351 houses occupied in Priors Green. If ECC builds school on the Priors Green development there maybe an opportunity for use of schools field by the wider community.

(f)          Parish Walk: - The next parish walk will be on the 19th July 2009.

(g)        Roundabout Hope End/ Priors Green: - Concerns have been raised again about visibility of roundabout and Pedestrian crossing.

(h)        New Parish Councillors: - Clerk asked to contact Mrs J Cheetham to see whether Little Canfield Parish Council is entitled to a new councillor with the expansion of the village.

(i)          Stanstead Airport noise action plan: - Cllr J Panzetta referred to this plan and any excessive noise should be reported.

(j)           Village Hall committee: - No minutes have been received and Cllr Fulcher has been asked to find out next meeting date, as if LCPC are to continue with donations they need to know what is going on.

            ESS/49/06/UTT – Crumps Farm Noise Monitoring - noted

            ESS/28/09/UTT; - the siting of Caravan and Compound- Crumps Farm

            Enforcement Notice – Land near Huntingfield House – re issued - noted

            Enforcement notice  - Crumps Farm Green waste – 1.06.09 - noted
