Minutes of a Meeting of the above Parish

Council, held on Monday, October, commencing at 8p.m.

            Prior to the meeting, Mrs. Lisa Cross explained how the Essex Parish Partnership could help parish councils to better maintain their rights of way network by supplying grants, tools, training and help with mapping.    It was agreed to seek membership and Mrs. Gillman undertook to prepare the necessary paperwork.

           

1.         Minutes

The Minutes of the previous meeting were confirmed and signed as a correct record with amendment to Item 4c – Add ‘Thornton Road’ to heading.

 

2             Matters Arising

a. Crumps Farm Waste Site

An e-mail from Mr. Edwards stated that the waste site was not responsible for recent odours permeating the village, but members were not convinced that this was the case.    As Essex County Council had expressed a wish to be notified when smells were apparent, it was agreed to ask Mr. Duncan Stafford, as one of the residents generally most affected by the problem, to make any complaints directly to Claire Tomalin.

 

It was reported that several members had attended another meeting of the new Liaison Committee, at which the odour problem had been discussed.   It was agreed to suggest that the landfill area should be returned to agricultural use, and that the possibility of a permanent higher bund on the whole eastern boundary of the site with vegetation, to replace the present temporary bunds to enhance appearance, be examined with the owners’ representatives..

b. South West Essex Panel Meeting at Elseham

Cllr. Panzetta reported that the hostile meeting of residents, of whom many could not get into the hall, was totally opposed to the suggestion that 3000 houses should be built between Elsenham and Henham.   

 

When asked about the possibility of allocating the new dwellings imposed by government around Uttlesford villages rather than putting them all in one place, Mrs. Cheetham said that, if this policy was followed, there would be no help with new infrastructure, schools and other services, and the district would be overloaded.

 

c.       Licensing of Voluntary Service Cars

An e-mail from Cllr. Jones (U.D.C.) said that it appeared that the need for a licence would be applicable to vehicles used for ‘hire or reward’, and that, as such, the voluntary schemes would not be affected.

 

d.      E.C.C. Highways Matters

The Clerk said that there had been no response to the maintenance requests.    In the matter of overgrown hedges, it was agreed to ask Mr. G. Coleman to cut back those hedges between Bambers Green Road and the Lion and Lamb for which, as tenant, he was responsible, and Cllr. Fulcher agreed to contact Land Securities similarly regarding hedges between the Village Hall and Hall Cottage

 

 

3.         Correspondence

a.       U.D.C. – Climate Change Strategy

Notification was received of a conference to take place on 20th February at the Council Offices.

 

b.      U.D.C. – Change in Licensing Policy

The document was circulated.

 

c.       U.D.C. – Disposal of Small Electrical Goods

Notification was received of sites where these goods could be taken.   If this was not possible, they should be classed as ‘non-recyclable’.   The service for the collection of large electrical goods would  continue.

 

d.      Hospital Consultation

With regard to the document concerning the possible merger of the Harlow Walk-in Centre and Accident and Emergency Services at the Princess Alexandra Hospital, it was agreed to support the measure.

 

e.       Essex Rural Partnership

Information was received on the specific post offices due for closure.

 

f.        Go-East

Details of the amendments proposed for the East of England Plan were circulated.

4.                  Community Matters

a. Priors Green

Cllr. Byford said that the use of Hamilton Road and Thornton Road by construction traffic continued to the detriment of the road surfaces.     In view of the fact that the haul road had been constructed to avoid this, Mrs. Cheetham agreed to ascertain why it was not being used.    She said that the U.D.C. officer overseeing the project was Mike Ovenden.

 

b. Transport Representative

Cllr. Panzetta said that it had been assumed that, because he happened to attend one meeting, he was the representative for the village, but he now wished to take no further part.

 

c.       Uttlesford Futures Meeting

Mrs. Cheetham said that the meeting on 17th November in Dunmow was important, but agreed to report back on a similar meeting she was going to attend.

  

 5.        Planning

Applications

ESS/49/06/UTT – Crumps Farm – Continuation of Restoration Works

No comment.

 

ES/01/07/UTT – Crumps Farm – Bird Management Plan

No comment except for possible noise nuisance for local residents.

 

ESS/47/07/UTT – Crumps Farm – Windrow Composting of Green Waste and Waste Wood 

It was agreed to express considerable concern regarding the continuing problem of odour from the site, and to suggest that the concrete storage floor be lowered to improve appearance and reduce the impact of dust and smell.  

 

Other comments concerned the total maximum number of vehicular movements per day, noise decibels when the equipment was in full use, the absence of an environmental statement, long opening hours, and the make-up of ‘trade waste’.

ESS/15/07/UTT – Crumps Farm

Composting of garden, kitchen and packaging and paper waste

 

Conditions – Crumps Farm Applications

Details were received of conditions applicable to warning devices, dust suppression, traffic management and noise monitoring.      It was noted that E.C.C. had approved plans for the maintenance and seeding of the soil bunds.

 

Future Delivery of Planning Documents

A letter from U.D.C. stated that the weekly lists and Development Control Committee schedules and Lists of Supplementary Representations would in future be sent by e-mail.    Planning Decision Notices would be posted only on the U.D.C. website.

 

6.         Finance

      S.S.E.

            A letter was received from S.S.E. requesting financial support for the forthcoming enquiry.    It was agreed to contribute £50.
