26.00 ELECTION OF CHAIRMAN
On the proposition of Councillor Turner, seconded by Councillor Fulcher. As there we no other nominations, Councillor Wooding was elected Chairman of Little Canfield Parish Council for the current Municipal Year and the Declaration of Acceptance of Office was duly executed.
26.01 ELECTION OF VICE-CHAIRMAN
On the proposition of Councillor Turner, seconded by Councillor Wooding, Cllr Fulcher was elected as Vice Chairman of Little Canfield Parish Council for the current Municipal Year and the Declaration of Acceptance of Office was duly executed.
26.02 The minutes of the previous meeting were approved and signed.
26.03 APOLOGIES FOR ABSENCE (2)
Apologies were received from Councillors Byford and Farrell.
26.04 OTHER ABSENCES (0)
No other apologies were received.
26.05 MINUTES
The Minutes of the Council Meeting which took place on 19th April 2010 were confirmed.
26.06 DECLARATIONS OF INTEREST
Councillor Wooding declared a personal and prejudicial interest in Item 13 on the agenda.
26.07 REPRESENTATIONS FROM MEMBERS OF THE PUBLIC
Members NOTED that there were no representations from members of the public.
26.08 MATTERS ARISING/COMMUNICATIONS/CORRESPONDENCE
To RECEIVE communications/correspondence as the Clerk may place before the Council.
NOTE: Any Member wishing to have a communication brought to the attention of the Council should give prior notification to the Clerk.
Councillor Susan Barker joined the Meeting.
MEMBERS NOTED that the next Parish Council guided walk will take place on Saturday 3rd July 2010. Councillor Gillman informed Members that the previous Village Walk on the 22nd May had been well attended. The Clerk informed the Council that the Flyer for the next walk had been put on the Council’s web site and would also be appearing in the next edition of the Takeley Newsletter.
MEMBERS were asked to consider whether Little Canfield Parish Council should join and subscribe to “Welcome to Essex” as detailed in the May Edition of Making the Links. It was AGREED to carry this Item over and place on the next Agenda.
MEMBERS APPROVED the Clerk’s e-mail of the 11th May 2010 regarding the changes to the dates of forthcoming Parish Council Meetings.

Councillor Cheetham joined the meeting.
27.11 AUDIT FOR THE YEAR ENDED 31ST MARCH 2009
MEMBERS NOTED that the audit had been completed and the statutory notices had been displayed and that Sue Gowlett would be carrying out the internal audit.
27.12 OTHER URGENT BUSINESS
Councillors Gillman and Turner reported that they both had attended the meeting regarding Priors Green Community Hall on the 24th May with Gaynor Bradley. Councillor Gillman informed members that approximately 255 replies had been received and the that most residents would prefer that the Community Hall be run by the local community. Members were also informed that if and when formed, 38 people expressed an interest in joining the Management Committee to help run activities. Both Councillors mention that only one Parish Council could be the Custodian of the Community Hall. After discussion the Council agreed, as the Community Hall was in the Parish of Takeley they should be Custodian of the Community Hall, if they agreed. Both Takeley and Little Canfield Parish Council’s need to envisage how the Management Committee report back to them, regarding the day-today management of the Hall. Members were also informed that a grand opening of the Community Hall would take place on Saturday 26th June between the hours of 11.00am and 14.00pm with all three Chairmen from TPC, LCPC and UDC participating. It was AGREED to place this Item on the next agenda.
Councillor Fulcher expressed the Council’s thanks to the Councillors for their hard work relating to this matter.
27.13 PLANNING APPLICATIONS
One application for planning permission was CONSIDERED and the plans inspected as follows:

The Council had NO OBJECTION to this application.

27.14 EXCLUSION OF THE PRESS AND PUBLIC
In the event that the Agenda contains confidential pages, members CONSIDERED that the following motion be proposed:-
“That the public and the press be excluded from the meeting, the Council believing that publicity would be prejudicial to the public interest by reason of the confidential nature of the business about to be discussed”.

27.15 DATEOF NEXT MEETING
Members NOTED that the next Parish Council Meeting will take place at 8.00 on Monday 5th July 2010.
