MINUTES

 

The Minutes of the Council Meeting which took place on 8th March 2010 were confirmed.

 

 

DECLARATIONS OF INTEREST

 

Members NOTED that there were no declarations of interest.

 

 

REPRESENTATIONS FROM MEMBERS OF THE PUBLIC

 

Members NOTED that there were no representations from members of the public.

 

 

MATTERS ARISING/COMMUNICATIONS/CORRESPONDENCE

 

To RECEIVE communications/correspondence as the Clerk may place before the Council.

 

               NOTE: Any Member wishing to have a communication brought to the attention of the Council should give prior notification to the Clerk.

              

 

 

               Councillor Gillman gave a short report on the following Items:

              

6.1               Little Canfield Village Spring Tidy-up will take place on Saturday 24th April 2010.

6.2               BT Phone Box in Stortford Road, which has been vandalised and has not been working for a least a year. The Clerk will sort thought previous correspondence and write to BT requesting that the Box is removed.

6.3               Jack Lane downgrading meeting.  LCPC are awaiting response from ECC.

6.4               Priors Green Community Questionnaire.  A Questionnaire will be going out to all Little Canfield/Takeley household in the May issue of Grapevine re potential interest and use of the Hall to gauge interest before any decision is made.  This should ascertain whether the Parish Council or a Private Company should take on the responsibility of the management of the Hall.  DC Jackie Cheetham informed the Council that two Government Work Experience Staff had been employed by UDC to look at the use of the Hall.  The results of their report should be out in May.  LCPC will pursue this vigorously with the District Council.

6.5               Village Walk.  The Village Walk will take place on the 22nd May 2010.

6.6               Correspondence from Great Canfield Parish Council dated 26th March 2010 re HGV Signage at High Cross Lane.  The Clerk will write to Great Canfield Parish Council to acknowledge Little Canfield’s support for this proposal and to suggest that they seek Highways help with this matter.

6.7               Warwick Road – request for parking restrictions – Councillor Farrell reported that she had canvassed a few residents (mainly Warwick Road) and felt that residents do not want to lose street parking altogether and want their visitors to be able to park.  By reducing parking in Warwick Road, without introducing traffic calming measures may increase the speeds of vehicles travelling up and down and could become a bit of a “rat run”.  LCPC concluded that the proposed yellow lines may not be required by residents or indeed what they want.  LCPC to contact the District Council to ascertain when this will happen and the programme time for adopting this.

Members APPROVED and acknowledge the completion of the 2008/09 external audit.

 

Members also NOTED that the Audit Notice up to the 31/32010 had been received.

OTHER URGENT BUSINESS

 

Councillor Byford informed members that he had received a complaint regarding Fly-tipping at Canfield Service Garage. Councillor Byford informed members that he had looked at this and stated that some of the dumped rubbish looked like asbestos.  CC Jackie Cheetham stated that she would ask Environmental Services to have a look at this and have it cleared.

 

Councillor Byford also stated that Flitch Wick was full of litter and requested that, if possible, the Litter Picker volunteers clear this area on the 24th April.

 

The pedestrian barrier at The Nest still had not been repaired and remained broken.  The clerk will report this to Highways and ask them to replace it.

 

 

PLANNING APPLICATIONS

 

One application for planning permission was CONSIDERED and the plans inspected as follows:

Amendment to reserved matters approval UTT/1956/07/DFO and UTT/0423/09/DFO for 35 dwellings including change in house types for plots 110 and 135 and other associated works (affordable housing units 101 – 109 are to remain the same as previously approved).

The Council has NO OBJECTION to this application.

 

 

 

 

 

The Clerk left the Meeting at 9.25pm to allow MEMBERS to discuss the confidential item.

 

 

EXCLUSION OF THE PRESS AND PUBLIC

 

In the event that the Agenda contains confidential pages, members  CONSIDERED that the following motion be proposed:-

 

“That the public and the press be excluded from the meeting, the Council believing that publicity would be prejudicial to the public interest by reason of the confidential nature of the business about to be discussed”.
