27.31 APOLOGIES FOR ABSENCE (2)
Apologies were received from Councillor Farrell and County Councillor Susan Barker.

27.33 MINUTES
The Minutes of the Council Meeting which took place on 5th July 2010 were confirmed.
27.34 TIMES OF PARISH COUNCIL MEETINGS
MEMBERS agreed the new start time of 7.30pm for future Parish Council Meetings.
27.35 DECLARATIONS OF INTEREST
Members NOTED that there were no declarations of interest.
27.36 REPRESENTATIONS FROM MEMBERS OF THE PUBLIC
Members NOTED that there were no representations from members of the public.
27.37 MATTERS ARISING/COMMUNICATIONS/CORRESPONDENCE
To RECEIVE communications/correspondence as the Clerk may place before the Council.
NOTE: Any Member wishing to have a communication brought to the attention of the Council should give prior notification to the Clerk.
“Priors Green Community Hall” Councillor Turner updated the parish council on what was happening regarding the Community Hall
Replacement of the War Memorial plaque at Stood Hall. Councillor informed to Council that the plaque had been stolen and that he had received a quote for its replacement, which was £300.00. It was agreed that this was too much. Councillor Fulcher would let the Clerk have a copy of the wording and she would make further investigations.
Haul Road Removal, Priors Green Notice Board, B1256 Vegetation over the path and upgrade of footpath 11. Councillor Byford agreed to send the photographs he had taken that day of the Haul Road still in use to the Clerk. The Clerk would then e-mailed these to Mike Ovenden and inform him that the Haul Road was still being used, even though Countryside had told him that the Haul Road was not being used and confirm to him that a building had been erected on the site. The Clerk also informed Mr Ovenden that the Parish Council was fed-up with the non-action being taken by the District Council. (Due to the Clerk’s broadband not working at the time the agenda was produced, no copies of the Clerk’s e-mail or Mike Ovenden’s reply can be attached herewith. This will be done in time for the next Meeting).
At this point County Councillor Cheetham joined the Meeting. Councillor Byford updated her on the situation regarding the Haul Road. Councillor Cheetham agreed to take this up with the District Council.
Councillor Cheetham updated the Council on several local issues:-
The Waste Development Document Issues & Options Consultation was being looked at again.
Councillor Cheetham informed the Council that there was still plenty of funds available in the Stansted Airport Community Fund, but time was running out and applications had to be in during the later part of October. She informed the Council that no applications from Parish Councils would be accepted but maybe Little Canfield Village Hall, the Allotment Society and the village Church could apply in their own right. Councillor Cheetham and the Parish Council congratulated Sally Brady regarding her hard work on the Allotments.
She informed the Council that the issue of the gates in Hamilton Road was sill being discussed by Countryside and Uttlesford District Council and she was sill awaiting the outcome.
At this point County Councillor Cheetham left the Meeting.
Councillor Fulcher agreed to investigate the Vegetation over the path and report back to Council. After much discussion it was AGREED to apply for Footpath 11 to be upgraded to a cycle path.
MEMBERS noted that the Parish Council had until the 30th September to officially respond to Peter Snow regarding the Boundary Review. (Again, due to the Clerk’s broadband not working at the time the agenda was produced, no copies of the Clerk’s e-mail can be attached herewith. This will be done in time for the next Meeting).
27.38 MEMBERS agreed to formally adopt the revised Standing Orders, Complaints Procedure and Financial Regulations previously handed out by the Clerk. These will be handed out formally at the December meeting.
27.39 CLERKS REPORT
Members APPROVED the Clerks Report and it was AGREED that the Clerk would insert the date on her Report.

27.47 DATEOF NEXT MEETING
