PURPOSE OF GROUP:

This working party has been sponsored by both Takeley & Little Canfield Parish Councils to make recommendations on the way forward including:

§     Identifying potential users of the hall

§     Internal fit out requirements

§     Future management of hall (either or both PCs, a charitable trust, or a thr’ a 3rd party private company)

The group agreed to delay the opening ceremony (Planned for Sat 26th June) until Sat 17th July to enable an advertisement to go out with the next June/July Grapevine.

Ownership:

Options: TPC or LCPC or shared.

Sue Sheppard (RCCE) to investigate shared ownership

JH has requested advice from EALC re shared ownership, & will also contact Charities Commission.

Sue Sheppard recommends:

    PCs are custodian trustees for 95% of village halls & hold title deeds. The mgmt committee became trustees of the charity (i.e. hall)

    RCCE will provide model trust deed & lease (proposed peppercorn rent). UDC legal Dept will check.

    LCPC & TPC to confirm method of ownership (hold title deeds – no liability).

    LCPC/TPC working group to remain to steer new mgmt committee.

    Council reps may become reps on mgmt committee & therefore trustees (although this is not advised – potential conflict of interests)

 

 

 

Parking: LCPC/TPC may need to write to UDC to confirm ownership of car parking provision (will object to any suggestion that it is sold to retail units)

 

 

Interim Fees:

Agreed daily rates for community groups to hire entire facility:

All day (9am – 12am) = £100

Evening (6pm – 12am) = £60
